According to @anthrotype :

I found another Safari OT-SVG hard-coded limit! This time it's the size of each embedded svg document, if it exceeds 200 KB it's rejected.

Filing for future reference.

this is no longer the case in macOS Monterey, as @twardoch also confirmed back in April. I tried again with latest macOS 12.4 and Safari 15.5 to view the test font from safari-svg-max-200KB.zip and it works now.
