Wrap knesset proxies with reblaze detection and throw a dedicated informative exception

All outgoing knesset api proxies should be wrapped (probably in base class or something) with the reblaze detection func raise custom ReblazeBlockedException where the error message displayed to user is a link to a doc on github explaining this
