[Enhancement]: Add IPv6 option to aws_route53_resolver_rule

Description

AWS recently added support for IPv6 for aws_route53_resolver_rule https://aws.amazon.com/about-aws/whats-new/2023/03/amazon-route-53-resolver-endpoints-hybrid-cloud-ipv6-support/

Please add support for this feature to terraform resource.
