Missing bootstrap files

From time to time, MacOS seems to have problems fetching the Bootstrap URLs:

I have not been able to track down why or how it is doing this, but it happens multiple times a day.
Running rdap --reset correctly fixes it and then it will run for some unspecified and seemingly random amount of time before doing it again.
