Unable to get a behaviour pack working

I've followed the instructions for getting a behaviour pack working, i.e.

1. Unzipped the contents of the downloaded pack to world/behavior_packs/packname
2. Added the pack data to valid_known_packs.json
3. Added the pack data to world_behavior_packs.json

Still, when I start my world and connect, the Settings/Behavior Packs/Active section only lists "Default".

I know I've done it right because if I copy the whole world directory into my Bedrock game's directory and open the world as a single player world, then the pack appears under Settings/Behaviour Packs/Active.

Is anyone currently loading any behaviour packs successfully or is it perhaps a BDS bug?

OK it turns out the pack is not listed there despite it actually being loaded. We didn't realise this particular one-player sleep pack actually requires you to stand directly on top of the bed, so it seemed like it wasn't working.
