🚀 Feature Request: Image Upload For Admins

Problem Overview 👁️‍🗨️

Admins should be able to upload images + set images for group chats (from an uploaded image collections)

Partially done - we're setting images based on department.
Imgur upload wasn't working for some reason so we'll have to store images in our db/api.
Pushing back to after release.

Users seem to want the ability to upload their own images for group chats. I think we can do this by having it be a request that we have to approve.

Since groupchats need approval to be displayed anyways, how about we let them upload an image just like any of the other fields in the create chat form, and then when we review their chat request, we can just review the image at the same time.
