Resource Creation feedback/testing

Here is the Resource Collections Screen as design and below how it appears on dev:

• Collection titles should be blue and bolded to more clearly indicate click-ability
• Number of resources should be indicated below Resource Collection title rather than under Status
• Resources within Resource Collection should not appear in this screen under the Resource Collection title
• Resource Collection title should have an avatar/image to the left of it. This should can be a thumbnail that the admin user is able to upload when creating the resource. If easier, as a starting point, this can be the header image for the Resource Collection
• "Add Resource Collection" button should be called "+ New" and be right justified, rounded, grey background, and blue font (as per new styling for admins)
• Date should be formatted as "DD MTH YYYY (i.e. 23 Jan 2023)
• New resources don't appear in the "Resource Collection" screen. It looks like maybe there is a limit of 100 resources on that screen
