Is your feature request related to a problem? Please describe.

We lack code coverage around preloaded images as described in the docs.

Describe the solution you'd like

We should test that containerd is correctly preloading any images found in /var/lib/rancher/k3s/agent/images on k3s startup. Adding this as a new subtest to the Startup E2E test seems the most reasonable.
