Instructions

PR target branch should be against development
PR title name should follow this format: https:/mParticle/mparticle-workflows/blob/main/.github/workflows/pr-title-check.yml
PR branch prefix should follow this format: https:/mParticle/mparticle-workflows/blob/main/.github/workflows/pr-branch-check-name.yml

Summary

Upgrade checkout action to v4 (v3 is deprecated and throwing warnings)
Upgrade Java 11 to 17 to match release job

Testing Plan

Check Node.js 16 warning messages go away after next CI run
Check if Java 17 change works for CPT job
