Refactoring such that the presence code knows about the user ID & device ID when tracking the currently syncing users. Note the device is never used in this PR.

This should be reviewable commit-by-commit.

Builds on #16170, #16171. Spun out of #16066.

As I mentioned previously:

I think changing this will mean that the presence stream will somewhat break until all workers are upgraded or downgraded?

If a user has the exact device ID of "None" then this will not work quite right. Maybe we should use an empty string instead (which I think is an invalid device ID)? Any thoughts welcome!

Refactoring to use both the user ID & the device ID when tracking
the currently syncing users in the presence handler.

This is done both locally and over replication. Note that the device
ID is discarded but will be used in a future change.
