This makes the built library installable, but not the headers.
This also fixes the shared builds on windows, as it defines the sdl2 compatible define
DLL_EXPORTso that sdl2_net uses__declspec(dllexport)in the correct places (the same way it is done in all other sdl2_<lib> wraps)
