sshd server starts but I cannot connect to with my login name

My windows build is 16251 (I upgraded to it recently).

I did some changes to the ssh

1. uncomment "#ListenAddress 0.0.0.0" to "ListenAddress 0.0.0.0"
2. UsePrivilegeSeparation no
3. PasswordAuthentication yes

Then I can start my ssh service properly and it can be observed by top:

Then I start another bash window and try to connect to my local ssh server (ssh [email protected]):
it shows

try to reset your WSL password using passwd (as user, but you need to enter your current password) or sudo passwd username (no current password required, but you need to be able to sudo)
