Use MCR registry instead of Docker's registry

Due to security requirements, it would be ideal to use Microsoft Artifact Registry (also known as Microsoft Container Registry or MCR) as the primary registry for all Microsoft published artifacts. Presently the usage of default Docker registry gets flagged in our build system as a potential security vulnerability.

Why are these changes needed?

MCR registry is a trusted source for containers to be used by products authored and produced by Microsoft.
