[Bug] python benchmark hang for small message size on AMD GPU #263

For small message size (using packet). The python benchmark will hang.
This seems due to AMD need to allocate memory with ext API. But after changed to atomic write, this problem is relieved (still hang sometime).
Need to double check the code and fix this.
