[@microsoft/vscode-azext-azureauth] When signing in using the azure resources extension, Azure ML extension is getting the onDidSignOut event

When signing in using the azure resources extension, instead of getting onDidSignIn event, Azure ML extension is getting the onDidSignOut event.

As a result, the Azure Resources extension is automatically logged in when Azure ML extension is logged in but the vice versa does not happen.

Most likely this is a VSCode bug (or one with the MS auth extension).
