Adds a new "Custom Layout" topic to the "User Guide" TOC section to describe advanced workbench and editor layout customizations.
It is meant to be the next step for a reader who has already become familiar with the basic VS Code user interface and wants to learn about more advanced UI features. Documents features currently only covered in release notes.
