Context
Users who don't have git installed get an overloaded welcome view in SCM. Given that they are exploring VS Code, we can support them in their discovery by a) explaining source control and b) guiding them towards setup.
Potential improvements
Use themed SVGs to visualize benefits of SCM (tracking changes, commits in timeline)cc @lszomoru @misolori
