Test: Custom Hover should appear when focusing item

During the last two iterations we increased the adoption of the custom hover across the workbench.

Testing:
Use Tab (and SHIFT + Tab) to move focus around the workbench. When an element that has a custom hover gets focused the hover should automatically appear. Make sure this is the case. You can test this well when focusing action items / tool bars as these all have hovers. When a hover is visible, pressing ESC should close the hover.
