Additional downvoting rules

There’s more to downvoting privilege than having 501 Karma. I routinely loose downvote privilege for months at a time, i have over 4,000 karma. I haven’t been able to find a correlation between my behavior on the site and removal of the ability to downvote. Can others confirm?

Moderators can remove downvoting/flagging privileges if abused, in theory. But it's not the most transparent thing.
