Update to LibTorch v1.13.1

This is still WIP:

• Update Declarations.yaml file from the v1.13.1
• Regenerate Lantern headers and lantern.cpp
• Update necessary Lantern code so it builds against the new LibTorch version
• Regenerate R/Rcpp code using torch gen
• Update necessary code to build Rcpp
• Update necessary code to pass tests
• Fix CI for CUDA 11.7 on linux.
• Fix other CI errors.
