"reset-on-next-file=all" command on mpv.conf #3708

The tv-freq options and properties use different types, thus must be treated as incompatible. Fixes an assertion with reset-on-next-file=all, which tries to set the option. Fixes #3708.

Reproduction steps
note: i mention it like this because it has same effect on every multimedia file.
Expected behavior
it suppose to exit quietly without any warning or error.
Actual behavior
it appear some warning/error, like this:
