Staff only categories don't appear everywhere they should

e.g. the admin report edit page, and the inspector form.

I was incorrect, they do appear in those places, unless you happen to be a superuser also assigned to a different body to the one you're looking at (as the body check happens before the superuser check). I'll swap the checks round, just because I'm easily confused.
