[MAINT] - Integrate latest conda-store versions

Feature description

Once we have new conda-store releases, we need to update their versions on Nebari, test it, and include it in an upcomming Nebari release.

Value and/or benefit

Users get newest conda-store features.

Note: This is currently blocked by conda-store releases. This issue is to keep track of the work.

• conda-store: 2023.9.2
• conda-store-UI: 2023.9.3
• jlab-conda-store: 2023.9.1

After more testing, we have run into a few conda-store issues that should be resolved before including the newer version of conda-store:

• [BUG] - New builds created using jupyterlab-conda-store conda-incubator/jupyterlab-conda-store#25

Two more issues that need resolution:

• [BUG] - Submitting multiple builds can fill queue causing frontend to be stop working conda-incubator/conda-store#598
• Update conda-store-ui package to 2023.9.3 conda-incubator/jupyterlab-conda-store#24
