feat(core): remove tasks-runner-v2 from @nx/workspace

Current Behavior

@nx/workspace tries to re-export tasks-runnver-v2 from the nx package but it no longer exists.

Expected Behavior

@nx/workspace does not re-export tasks-runnver-v2 anymore.
