Is your feature request related to a problem? Please describe.

We can't guarantee transaction order. See neo-project/neo#1502 and neo-project/neo#2861.

If we want to order events for nspcc-dev/neofs-node#2877 we'll eventually need to batch them and add dependencies (hi, DAGs).

Describe the solution you'd like

A simple attribute: neo-project/neo#1502 (comment)

MaxTraceableBlocks should be respected.
