Protocol upgrade: After 80% of the nodes are upgraded, the delay is 10,000 blocks before protocol switch

Updating log of V2.13.0

  • Fix the logic issue of node list processing when a large number of fork nodes are red cards at the same time
  • Add a new protocol, the bottom layer supports a transaction to realize the transfer of cross-chain contract assets and fees
  • Add a new protocol to support delayed processing of red card penalty transactions
  • Other known code bug optimizations
