Ignored reports are no longer ignored after reloading page #2740

Describe the bug

Ignoring reports only lasts until the next time the app is loaded. After reloading the page, all open reports are back in the queue.

To Reproduce

Steps to reproduce the behavior:

Set the quota to 0 to disable
Go to the report center
Ignore a report and note the number in the queue
Refresh the page
Notice that all reports are back in the queue

Expected behavior

Ignored reports should persist across page loads
