From my understanding, the problem can sporadically occurs with parallel executions of the GraalVM Native Build Tools Gradle plugin. It can happen even if you don't ask for the execution of native tests (not only in this case: https:/open-telemetry/opentelemetry-java/blob/eb53fe3a614a5feb6ddd74d93b43722a0033fffe/.github/workflows/build.yml#L171).

I would say to do nothing if the error desrribed in graalvm/native-build-tools#626 (comment) is not noticed.
