Add visualization controls to the top of the canvas

@btzeng @ahopp What is the expectation from these controls.

  1. What are the exact set of controls we want to provide here?
  2. Is it visualization specific? or universal or a combination of both?
  3. Do we want other plugins to be able to add to this control list?

@btzeng Do we still need this issue open in the context of visbuilder, or is it something we can revisit as part of the abstraction project?
