What this PR does / why we need it:
Adds a filter in Yurthub that sets
KUBERNETES_SERVICE_HOSTandKUBERNETES_SERVICE_PORTenvironment variable to the Yurthub proxy host and port. This enhancement aims to ensure node autonomy for edge nodes when they are operating offline.Which issue(s) this PR fixes:
Fixes #2158
