Some CCS's (DOMjudge, for example), do not count non-penalty submissions (eg. CE), in the number of submissions for a problem.

Feature Description:
Add an option that causes any submission that receives a judgment with a penalty time of 0 to not be counted as a submission for the problem. Ex. If a team submits 100 Compile-errors, they currently show as having 100 submissions (none of which will cause a penalty). This can lead to confusing scoreboards, and, more importantly, scoreboard comparison issues with a primary CCS.

Have you considered other ways to accomplish the same thing?
Manually evaluate any scoreboard comparison differences.

Do you have any specific suggestions for how your feature would be implemented in PC^2? If so, please describe.
Add an option on the Settings tab (and also in the system.pc2.yaml files) to activate this option.
