Since a while the windows installer creates a different directory struture than it used to. The game will not start from this structure, since it will not find the files.
It creates a bin directory with the executables, and a share/pioneer/ where all the license files and the data directory are at:
Previously there was only a data directory in there, and all the binaries, dlls and license files were in the top directory where you installed Pioneer:
