Update pyenv docs to avoid using shim #4535

The issue

Fixes #4534

The fix

Fixes the issue by using the absolute path to the desired Python version, rather than relying on the shim.

  • A news fragment in the news/ directory to describe this fix with the extension .bugfix, .feature, .behavior, .doc. .vendor. or .trivial (this will appear in the release changelog). Use semantic line breaks and name the file after the issue number or the PR #.

Also removed the PIPENV_PYTHON suggestion, as this is likely to cause
confusion if added to e.g. .bashrc - it will always be set to the
global pyenv.
