Need for central file to add, remove, or update sales CTA's. #17

We need a central location where we can change sales CTA's. This also needs to be able to display a different CTA based on the page the user is on.

Need requirements and plan. Put in roadmap.
This is implemented in Deconst, so look for what can be moved.
