feat(batch,meta): support iceberg snapshots sys table

• Related issue Feat: Batch ingest iceberg/file source #14742 Feat: Support FOR [SYSTEM_TIME | SYSTEM_VERSION] AS OF [STRING | NUMBER] #15846
• Support system table rw_iceberg_snapshots, so that users can list all snapshots in risingwave and read the specific snapshot by a time travel query.
