screwdriver.cd/virtualJob doesn't seem to honor freezeWindows

What happened:
Added https://screwdriver.cd/virtualJob: true annotation to a no-op, fan-out job for deploying to production, and now it seems to continue through it (skip it as passed) even during the freeze window.

What you expected to happen:

freezeWindow should be honored even if a job is virtual.

How to reproduce it:

• Create a job that is annotated with https://screwdriver.cd/virtualJob: true and a freeze window
• Trigger the job before this job
• Expect halting on this job with freeze
