Move state configuration from 000-main.tf to terraform.tfvars

While communicating an upgrade path for an implementer moving from Release 1.3.1 to Release 1.4.0, we realized that - after cloning the new 1.4.0 Release - they would need to modify the newly-downloaded 000-main.tf because it uses a local backend by default rather than the S3 bucket where this site chose to store their Terraform state.

For easier/better configuration management, state connection details should be ported to terraform.tfvars.
