Export to ER-Mapper format - fix the half cell offset

The ER-Mapper export option has long had a half cell offset to cope with an 
issue in ArcGIS.

Recent testing on ArcMap 10.2 shows this is not longer needed.

Change the coords so we don't have the half cell offset in ArcMap 10, QGIS etc.
