In the Compiling with GCC, the username of the author shinchiro occurs, and it is not clear where should packages and install_rustup be and what should be in packages and install_rustup.

And if possible, please add a Github Action which is used to build a release tag.

I think this option build the lastest but not the release. @zhongfly
