葉 stroke order

Problem with Stroke Order: 葉

I find it interesting already that on Hanping there is a distinction between two ways of writing the 艸 radical above in different characters. Why would you distinguish between the 艸 in 萌 and the one in 葉? Either you decide to write 艹 or you write 十十, but I do not see any reason to alternate. Correct me, if I am wrong. If you dicide to break up 艹 into two crosses, the correct stroke order would be 一丶一/, and not as it is currently on Hanping：丶一/一.
