Updating Index does not make any changes to site content #392

Uploading a revised "Index" aka "Description Template" had no effect on the content of the site.

Specific example: I made changes to the "Youth suicide attempts" indicator "Understanding the Measure" section to reflect a change in the indicator definition. Text within "Understanding the Measure" was not updated when the revised sheet was uploaded.
