Add support for the platform devices of Arista DCS-7170-64C

By the following steps, an image supporting platform devices of DCS-7170-64C can be built:
make configure PLATFORM=p4
make target/sonic-aboot-p4.swi
As we encountered some building issues, same as https://sonic-jenkins.westus2.cloudapp.azure.com/job/p4/job/buildimage-p4-all/, we did a workaround in platform/p4/one-aboot.mk, for which, the image will not include all docker containers, but still can be used to test the platform support for now.
