API Support for creating a Blog Post

Sagan already offers an API to update the Releases of projects. This is nice because it allows projects to automate the steps of updating the Release versions.

Similarly, the Spring Security team would like an API that allows creating a Blog post to announce releases.

Unfortunately, I didn't have time to work on the design for this issue and I don't think this is a good issue to start contributing to this project.
