AWS recommends using the ELBSecurityPolicy-TLS13-1-2-2021-06 security policy on new HTTPS listeners (and applies it by default when creating listeners in the console) but when using Terraform, it uses ELBSecurityPolicy-2016-08 which allows older/insecure versions of TLS.
