Auto remove flash messages with timeout #120

Some (all?) flash messages should be removed automatically after a timeout or after a user changes a selection (e.g., no waterpoints matching query msg removed when changing to a query that does return results)

Also remove when switching tabs.

The default behaviour is to fade out after 5sec. I've disabled this. What timeout do we want?

Clearing on route change doesn't seem to work due to a bug.
