Description

Adds introductory paragraphs to storage documentation (credit to @smgallo ). Also improves the input format explanation, moves the link the menu and changes the heading to be consistent with the cloud documentation.

Motivation and Context

Tests performed

No tests.

  • Breaking change (fix or feature that would cause existing functionality to change)
