Thanks @ShadowJonathan, I've just tested this and the banner appears to only be shown if the pasteboard contains images/videos/files, and not when it contains text or URLs. Can you confirm this is correct?

As for the explanation - this is the app checking whether the item is pastable, rather than actually pasting it. There are more modern APIs we should use to do this without showing the banner (surprisingly I checked for this banner when I fixing the inability to paste copied from Safari, but it didn't appear to happen at the time - perhaps there was a regression on the iOS version at the time which is now fixed).
