Currently CI builds fail when a contributor opens a PR form another repo with the following error:

Error: At least one of p12-filepath or p12-file-base64 must be provided

Other repos do not have the secrets of the vector-im/element-ios repo so cannot build/distribute the alpha release.

We should disable the alpha release for other repos, so external contributors can still open pull requests.
