Error Message on octant startup.

What steps did you take and what happened:
Whenever i start octant i get the following error message:

Error: connect ECONNREFUSED 127.0.0.1:60492
    at TCPConnectWrap.afterConnect [as oncomplete] (net.js:1146:16)

**What did you expect to happen:**
Octant starts without an error message appearing.


**Anything else you would like to add:**
Octant then works after confirming the error message.

**Environment:**

- Octant version : 0.25.1.0 
- OS  Windows 11

I can confirm that I have the same issue on Windows 10 after downloading Octant version 0.25.1. Also, if i click on the question mark symbol on the top right of the app window and select 'About Octant', I get a 'Build Information' window which is blank. That is, it shows no value for the 'Version', 'Commit', or 'Build' fields

I confirm the same error. The port always changes.
