Investigate using velero to backup and restore Windows workload #8289

Ideally we wanna using velero to B/R workload on a all windows node clusters, which will include build velero into windows images, make sure there is functional parity between Windows and Linux clusters.

We'll use this issue to track the investigation work to understand the gaps, and figure out what we can do in v1.16 timeframe. More issues may be opened to address the findings.

We are waiting for months for that support, and currently no one answers us.
I see others are also waiting for that.
It will be amazing if it can be part of your plan.
